"Jobs are too often the domain of well-off people in society," he said in June 2011. "There are a huge number of people who work very hard and make extremely high incomes, and yet who do not have enough money for themselves or their families. Many of these people live at or below the national poverty line, so they will have to take money from others to achieve their basic needs. This is a form of welfare which is designed to meet our basic human needs."

Since then, some ministers and campaigners have pushed back. Duncan Smith is not the only one to say it has not been his intention to raise rates. In February, a Department of Work and Pensions spokesman said: "The evidence we are seeing is of the UK having the lowest levels of social care in developed countries.
